What the Column Labels Mean (0–16)

  • 4–7: FSAs with recurring but not persistent elevated activity.
  • 8–11: FSAs showing multi-year patterns of elevated service demand.
  • 12–16: FSAs with long-term, sustained, or chronic elevated service request volumes.
